Victorino obtained his Bachelor of Science in Mechanical Engineering at the Far Eastern University in Morayta Manila. After his graduation, he worked overseas in the United Arab Emirates where he worked in civil engineering.
On returning home in 1987 he established his own business in his native home-town of Alicia, Isabela. In 2005, Victorino joined MYI Insurance Adjuster Philippines Inc. as a marine surveyor. He has since extended his role and now also handles property losses.
